REBIRTH OF FAITH URGED BY RITCHIE
Governor Calls for Renewal of Confidence in U. S. Institutions.
NEW YORK, Dec. 4 (AP).—Voicing I an admonition that "what Is needed is not cynicism, hut a Just faith born | of the accomplishments of the past," Governor Albert C. Ritchie, of Maryland, tonight reviewed the evolution of the American Government.
Without once mentioning current ; political questions, Ritchie, whose ' name has been brought into the forefront- of the gossip for the Demo- ' cratic Presidential nomination next ' year, spoke at length of political history in building up a case for popu- ' lar sovereignty.
He was the speaker at the annual ' dinner of "The Virginians," an organization of former residents of Virginia or descendants of Virginians.
After extolling the part played by Maryland and Virginia in the early history of the United H States, he touched for a moment on economic adversity, *
"It seems almost," he said, "as if the things we have believed in, and which have been tried and proved in the processes of time, had suddenly collapsed or been thrown Into bewildering chaos. Poverty and suffering in a land of plenty. Millions anxious to work and no work for them. Financial resources of colossal proportions and the people going broke. .
"In such an age it is not unnatural if many see American institutions as put to the test. . . .
"It is a time to renew our faith in American institutions. I do not mean from a partisan or a political standpoint, nor even by a recital of their successes and accomplishments. I mean by the recognition of the eternal truth that the American system rests not on shifting sand, but on everlasting rock."
