[."Washington Bureau of The Sun] Washington, Dec. 4—Any increase in Federal taxes on incomes adopted by Congress, and it is certain there will be some form of increased taxes, will, in all likelihood, apply on income returns for the present calendar year, to be paid on and after March 15 next year, it appeared today.
For that reason the Treasury's financial difficulties will be one of the first problems that will be undertaken by Congress when it meets next week. An effort will be made to get final action on- tax revision measures prior to March 1, so that collectors of internal revenue and taxpayers may be advised of what rates will apply in sufficient time for the making out of the income tax returns, which are due on March 15.
Oppose Retroactive Feature There is some dissension in Congress over the question of making increased tax rates retroactive by making them effective on incomes of this year. There are some members of both Houses which hold the idea that the new rates should not become effective until returns of incomes for next year "are made, and that in the meanwhile the Treasury should be contented with the additional revenue obtained from the imposition of
